FOR IMMEDIATE RELEASE December 18, 2001 Citigroup Names William Rhodes Senior Vice Chairman New York - Citigroup announced today the promotion of William R. Rhodes to Senior Vice Chairman of Citigroup. Previously, his title had been Vice Chairman. He continues to report to Sandy Weill, Chairman and CEO. In announcing the promotion, the Board noted Mr. Rhodes's long and distinguished career in the emerging markets, a key area of growth for Citigroup in both its consumer and corporate businesses. "Over the years, Bill has demonstrated time and again his extraordinary knowledge and abilities internationally, and has played a leadership role on behalf of our company and the world's financial system during times of prosperity and times of crisis," said Mr. Weill. Mr. Rhodes, who joined Citibank in 1957, gained a reputation for international financial diplomacy in the 1980s for his leadership in helping manage the external debt crisis plaguing developing nations and their creditors. He has played a key role negotiating external-financing and debt-restructuring agreements for Argentina, Brazil, Korea, Mexico, Peru, Uruguay and others. # # #
