In terms of these agency clusters, the easiest way to secure valuable
leverage is to group around issues and characteristics that benefit freight.
For the federal sector, these characteristics include:
• Volume—Total freight amounts taking into account seasonality
or other abnormalities.
• Speed—Timing and immediacy of needs.
• Network—Origin and destination pairs, lanes, carriers, etc.
