Different government agencies make training available around transpor-
tation best practices, logistics operations, and products/services acces-
sible via resources, such as the GSA. However, this study found mixed
results from these training programs.
While overall it seemed to provide a good foundation for those who
took the training, not all employees in federal transportation manage-
ment roles had to do it. This lack of training seemed more prevalent in
agencies that have staff members who are tasked with a variety of
functions and responsibilities.
That said those who had been trained did find it beneficial. Thus, the
natural suggestion is for agencies to make training a requirement for
anyone who’s involved in freight pay and logistics processes. Many of
these training courses have started migrating to the Web, so they are
available in on-demand formats that don’t require physical attendance
at workshops or off-site events. This should help make training more
widely accessible in the future.
Often training is software-specific but typically not agency-specific. The
average government agency would benefit from tailoring a training
program, regardless of length, to their specific systems and requirements
to help existing employees and ensure new hires have a strong foundation.

Carriers that are willing to do government work and take their time to
get aligned with all of the required certifications and regulations are
willing to work with agencies.
There is a need to establish lines of communications with carrier
partners and make them aware of the places an agency wants to go,
what they wish to do with data, and how best that can be accomplished.
Carriers currently working with agencies have shown they are willing to
play ball, so there’s no need for a heavy-handed approach.
Agencies, on the other hand, recognize the benefits from integrating
with an efficient logistics partner. As agencies coalesce around a few
robust platforms, carriers will be happy they put in the effort to get on
board early. Using a light touch will also help agencies develop a strong
relationship with partners, making them more likely to discuss prob-
lems they have with the process.
