The fundamental purpose of PAIA is to give effect to section 32 of the Constitution, being the constitutional right of access to any information held by the State or by another person and that is required for the exercise or protection of any rights. Where a Request for Access is made in terms of section 50 of PAIA, the Private Body to which the request is made is obliged to release the Record, except where PAIA expressly provides that the Record may or must be withheld. PAIA sets out the requisite procedures to be followed by a Requester when making a Request for Access.

Purpose of the Manual
The purpose of this Manual is to foster a culture of transparency and accountability within the financial services industry of which Citibank SA forms a part. Furthermore, its purpose is to give effect to both the constitutional right of access to information, where that information is required for the exercise or protection of a right, and the right to privacy in relation to the protection of Personal Information. Both PAIA and POPI recognise that the rights to access of information and privacy respectively may be limited in accordance with section 36 of the Constitution to the extent that such limitation is reasonable and justifiable in an open and democratic society based on human dignity, equality and freedom.
